This is semi bug and semi additional feature.
I just tried moving my index database as I would rather not have it under user settings on C drive.
( C:\Documents and Settings\USER\Local Settings\Application Data\MyPhotoIndex\data\MyPhotoIndex.mdb )
But when I reopened it complained and threw an error that it couldn't find the above database (It did have an option to continue), I was then able to open my moved database, but the startup/loading picture stayed in the middle of the screen, I had to close then open (fyi 1.21 beta startup speed much improved) and it it okay.
I did find in the usersettings.config file a line with the <indexdb> and wondered if that could be a setting under application settings ("start up" or "default" database location).
and/or
If no database is found an option to select one rather than an error (which would catch when program is started for very first time so the user could choose a location and name for your index database - defaulting to default name and location) ie "No Database found, would you like to create one ..."

Thanks for the info, Indeed a window asking for a new/existing location would be a much better user experience, I will add this to the Beta(should be out in a couple of days).

See Bug report for the error log I get when I try to click on show untagged photos after I have moved the database (and I have not imported any new photos)
(unhandled Exception error but with a continue option - do have to apply a filter and clear to get back to viewing all photos)
