The latest version is 1.00.11 ( you can check that out in Help/About menu).
The easiest way to tag images is to drag a tag (from the right tag pane) and to drop it on an image or selected images. you can not drag tag categories (the top level tags), only it's child tags, in order to add a new tag to the tag list just right click a category and use the 'Add Tag To' menu.
To remove a tag just right click on an image and use the 'Remove Tag' menu.
I'm sorry for the lack of help information, this will come (I hope in the near future as this is currently a one man project) I hope to improve this application with the helpful requests made by people like you,
